Creating Linkages between Duty Bearers and Human Rights Defenders

Human Rights Defenders (HRDs) play an important role in championing human rights and fundamental freedoms as guaranteed in national laws as well as regional and international treaties and instruments. In championing for rights and fundamental freedoms, HRDs often encounter diverse challenges which include unlawful surveillance, trumped up charges, physical and online harassment and abuse, intimidations, arbitrary arrests, enforced disappearance and killings.

Thus, it is imperative to involve various stakeholders such as duty bearers and community members in
discussions that involve how to address issues of human rights violations, accountability and redress
mechanisms available with the aim of creating solutions to the prevailing challenges within their communities. It is through Conversation Circles that these linkages and engagements to articulate issues and follow up on commitments with duty bearers takes place.

In the Month of June and July, the Defenders Coalition facilitated a two-day roundtable dialogue between human rights defenders (HRDs) and relevant duty bearers from Kitui ,Bomet and Taita Taveta County’s .The discussions centered on promoting collaboration between HRDs and the county leadership to ensure the protection and promotion of human rights, transparency, accountability and good governance. This engagement also aimed to build a supportive operating environment for HRDs, ensuring their concerns are addressed and their roles recognized and supported. During the dialogue, duty bearers made commitments and provided responses to the concerns presented by HRDs.

This interactive session allowed for a mutual exchange of ideas and expectations, helping to clarify the roles and responsibilities of each stakeholder in promoting human rights. Additionally, the engagement offered a valuable opportunity for networking, enabling HRDs and duty bearers to establish and strengthen synergies. These connections are essential for promoting future goodwill and collaboration, ultimately benefiting the community.

HRDs were able to document pertinent human rights issues including cases of violations and abuse within their County’s and curate advocacy strategies on how best they can be addressed.
